The U.S. Embassy in Kathmandu, Nepal, intends to award a sole-source contract to Continental Associates Pvt. Ltd. for the upgrade of elevator control systems in its Chancery building, specifically for two OTIS GEN2 traction elevators (GMMS 3361 and 3362) installed in 2005. The purpose is to restore non-functional OBO-mandated security features—T17 Night Shutdown and Capture Operations—and to replace obsolete control components that are no longer supported or available on the commercial market. The upgrade includes replacing the TCBC, SPBC, and VVVF drive systems with new approved equivalents: the GECB EN Controller (Model CA 26800LC2), Drive (Model KDA 21310ABL2), SPBC II Communication Board (Model GAA 26800NB), and a 326VA Control Transformer, with two units required for each elevator. All work must be performed on-site at the Embassy Chancery in Kathmandu and must comply with ASME A17.1 safety standards and OBO security specifications, ensuring full integration with the Embassy’s existing building security infrastructure, including responsive functionality to Marine Post commands. The solicitation number is 19NP4026Q0025, issued under FAR 12.102(a) as a non-competitive, sole-source action due to the unavailability of alternative suppliers for the obsolete components. The proposal submission deadline is May 22, 2026, at 17:00 local time in Kathmandu, with responses required via email to KTMContracts@state.gov. The contract will involve full installation, programming, functional testing—including no-load testing as per ASME A17.1—on-site training for Embassy facility staff, and submission of complete documentation including manuals, maintenance schedules, warranties, and test reports. While detailed pricing and contract value information are not provided, the procurement is structured as a firm fixed-price transaction implied by the scope of work, though not explicitly confirmed. The Contracting Officer is Albina Collingham, and all communications must be directed to the Embassy’s Kathmandu contracting office. No formal evaluation factors, payment details, invoicing instructions, packaging requirements, or socioeconomic certifications are specified, as the award is grounded solely in technical necessity and the absence of competitive alternatives.
