The work focuses on evaluating engine performance and deterioration when exposed to sand and dust environments, simulating field operational conditions such as repeated landings. This effort includes guidance on specifications, hardware analysis, troubleshooting, and communication support to ensure accurate assessment of engine sensitivity and wear. The procurement is justified under FAR 13.106-1(b)(1)(i), which allows sole-source acquisitions when only one responsible source is reasonably available, based on preliminary market research indicating Pratt & Whitney Canada is uniquely capable of fulfilling these requirements. The NAICS code assigned is 541330, representing engineering services, and foreign participation in the contract is permitted. Responses to this notice are requested electronically by November 24, 2025, and will be considered solely to determine whether a competitive process should be pursued. If no favorable responses are received, the government will proceed with negotiations and award the contract to Pratt & Whitney Canada without competition. The contract will support testing activities at Arnold AFB, with performance expected in Cooperstown, Tennessee. The procurement involves no set-aside or specific evaluation factors, as it is a sole-source action, and detailed contractual clauses, pricing, and delivery schedules are not included in the notice.
