Equipment Maintenance Contract for Flash X-ray Systems and Computed Radiography Systems

The United States Government intends to award a sole-source, five-year Indefinite-Delivery, Indefinite-Quantity contract to FISICA Applied Technologies, Inc. for continued support of Government-owned FISICA Flash X-ray Systems and Computed Radiography Systems. This includes the supply of Original Equipment Manufacturer replacement parts, maintenance, repair, refurbishment, calibration, upgrades, modifications, installation, certification, and related engineering services. FISICA Applied Technologies is the only responsible source capable of meeting these requirements because it holds the proprietary technical data, engineering specifications, and intellectual property necessary to support the systems, and any alternative source would necessitate costly reverse engineering or equipment replacement, leading to significant delays and increased expenses that would undermine mission readiness. The contract will be awarded under the authority of 10 U.S.C. § 3204(a)(1) and FAR 6.103-1, which permit sole-source procurement when only one responsible source exists and no other supplies or services can satisfy agency needs. All orders under the contract will be issued on a Firm-Fixed-Price basis. Although this is not a competitive solicitation, any responsible source may submit a capability statement or quotation by the deadline of August 12, 2026, to demonstrate its ability to meet the requirements; such submissions will be reviewed solely to determine whether competition is practicable, with the final decision on sole-sourcing remaining at the Government’s discretion.
