UMSB Contracting intends to award a task order to Federal Express Corporation located at 2003 Corporate Plz, Memphis, TN38132-1702 for a total award amount of $39,000 for a period of performance of one year. 


The contractor shall provide comprehensive domestic and international shipping to small package delivery services for the USACE Learning Center (ULC) in Huntsville, AL. The core requirement is to perform timely, twice-daily pickups and deliveries, manage all customs clearances, and ensure all shipments are processed expediently (within 48 hours of pickup) under the terms of the Next Generation Delivery Service (NGDS) base contract. FEDEX is the only shipper who delivers to all needed USACE/Army locations.


In accordance with 0MB Memorandum M-17-29, we are required to "leverage the Best in Class mandatory solution package delivery services" also known as the next generation Delivery Service 2 IDIQ Contract (HTC711-23-D-C023).


UMSB Contracting intends to issue this Task Order to support USACE ULC office.


This Notice of Intent is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or used of such information.


Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest and provide a capability statement NLT 24 July 2026  PM EST at 4:00 P.M.
