In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services,, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to FEI Company (Thermo Fisher Scientific) to purchase the Service Agreement for the Apreo2-C Field Emission Scanning Electron Microscope and EDS UltraDry 60M (129 eV) to assure satisfactory operation of the existing NETL owned FEI Company (Thermo Fisher Scientific) Apreo2-C Field Emission Scanning Electron Microscope and EDS UltraDry 60M (129 eV) instruments. The service agreement ensures continued coverage following the warranty expiration. Use of the equipment (or software) and covers replacement units and upgrades of the system necessary to keep the units operable. FEI Company is a legal entity of Thermo Fisher Scientific and is the only authorized service provider for repair and maintenance in the United States for the Apreo 2C LoVac. The instrument must be properly maintained with the unique specifications in which only the OEM, Thermo Fisher Scientific, can maintain. This is considered a sole source to FEI Company (Thermo Fisher Scientific) because, to the best of the NETL’s knowledge, FEI Company (Thermo Fisher Scientific) is the only known source that can provide the maintenance support plans specific to the Apreo2-C Field Emission Scanning Electron Microscope. No known potential alternate sources exist which could satisfy NETL's requirements. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00PM EDT on July 16, 2026. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Thermo Orbitrap Fusion HRMS and Vanquish UHPLCThe U.S. Environmental Protection Agency through its office in Research Triangle Park, North Carolina, has issued a notice of intent to sole source a maintenance service agreement for the Thermo Orbitrap Fusion HRMS and Vanquish UHPLC instrumentation. This action is based on the unique specifications and proprietary nature of the equipment, which necessitates service exclusively from the original equipment manufacturer to ensure operational integrity, calibration accuracy, and compliance with regulatory analytical standards. The solicitation number is 68HERF26Q0086, classified under NAICS code 334516 for laboratory instrumentation manufacturing and service, and the notice was posted on July 1, 2026, with a response deadline of July 15, 2026. No set-aside provisions apply to this action, as it is designated for federal procurement and not subject to small business or other demographic set-asides. The maintenance services will include comprehensive support such as preventive maintenance, emergency repairs, software updates, technical support, and performance validation critical for high-resolution mass spectrometry operations. The equipment is essential for environmental sample analysis and must remain operational under stringent quality assurance protocols. All service must be rendered at the agency’s designated location in Research Triangle Park, and the contract will be awarded without competitive solicitation due to the proprietary technology and lack of qualified alternate vendors capable of servicing this specific instrumentation configuration.

Nitrogen and Dry-Air Generator for LC-MS ApplicationsThe Naval Medical Research Command is seeking to award a firm fixed-price contract under a Request for Quote (RFQ) for the procurement of a single LNI Swissgas NGA CASTORE XL 40.40 Membrane Nitrogen Generator, part number 6920.70.41, to support critical analytical testing operations at NAMRU-Dayton. This equipment must deliver continuous, high-purity nitrogen and dry-air outputs tailored to the exact specifications of existing LC-MS instrumentation, ensuring system stability, warranty compliance, and operational efficiency. The generator must be a self-contained lab unit with an integrated oil-less compressor, requiring no external compressed air, and must meet strict performance benchmarks including a minimum nitrogen flow rate of 40 L/min at 99.9% purity, dry-air output at 40 L/min with a dew point no higher than -40°C, and operating noise levels below 50 dB(A). Electrical specifications limit maximum power draw to 2.0 kW for 220–240 VAC systems, while the system must include remote monitoring capability via Ethernet or similar protocols and an integrated ultra-high-purity nitrogen output of at least 200 cc/min at 99.9999% purity without compromising main outputs. The unit must fit within a footprint of no more than 59 cm W x 92 cm D x 73 cm H and employ a variable-speed scroll compressor to minimize wear and extend service intervals. All offerors must be registered in the System for Award Management (SAM) and possess a valid Cage Code and Unique Entity Identification Number to be eligible. Responses are due by July 7, 2026, and awards will follow the Lowest Price Technically Acceptable evaluation method. The contract includes required deliverables: the main generator unit, an installation kit, replacement filter elements, and mandatory on-site startup and training. The equipment carries a limited warranty of fifteen months from shipment, valid only in the forty-eight contiguous United States and Canada.
