The U.S. Army Medical Research Acquisition Activity intends to award a sole-source contract valued at 80,973.00 dollars to Fitbit, Inc. for the procurement of 540 Fitbit Charge 2 Activity Trackers. These devices will support the Medical Research and Materiel Command Telemedicine and Advanced Technology Research Center in expanding remote home monitoring for the Military Health System. The equipment will be distributed between Virtual Medical Centers at Brooke Army Medical Center and Walter Reed National Medical Center, with each facility receiving 250 large and 20 small trackers to monitor high-risk patients' activity and sleep patterns. The Fitbit Charge 2 was selected specifically because it is the only device proven to be interoperable with the Mobile Health Care Environment system, ensuring seamless data transfer to a centralized government dashboard. Because of the order size and the specific technical requirements, the government is pursuing a sole-source award directly from the manufacturer. While the agency is open to considering documentation from other companies that can meet or exceed these requirements, the contract is intended to proceed under Other than Full and Open Competition procedures if no other qualified sources are identified.

The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole-source contract in the amount of $80,973.00 to Fitbit, Inc. located at 199 Fremont St Fl 14, in San Francisco, CA 94105-2253 for the purchase of five-hundred and forty (540) Fitbit Charge 2 Activity Trackers, for the Medical Research and Materiel Command (MRMC) Telemedicine and Advanced Technology Research Center (TATRC). These Fitbit Charge 2 Activity Trackers will be used to expand the Military Health System (MHS) Virtual Health remote home monitoring activities by allowing the newly established Virtual Medical Centers (VMEDCENs) at Brooke Army Medical Center (BAMC) and Walter Reed National Medical Center (WRNMC) to issue equipment to selected and approved patients for a pilot effort in remote home monitoring. These devices must be approved for use and demonstrated to be interoperable with the Mobile Health Care Environment (MHCE) system, which was selected for use for this pilot. The activity trackers procured in this effort will be delivered to the two aforementioned VMEDCENs, with a total of 250 Large and 20 Small Fitbit Charge 2 Activity Trackers being sent to each VMEDCEN. Fitbit Inc. provides wrist based activity tracking devices known as the Fitbit Charge 2, for individuals to monitor their activity levels throughout the day. Additionally, these wrist based activity trackers can be used to monitor sleep and other fundamental data about an individual's status between clinical encounters. Tracking routine and exercise based activity and sleep is one of the key components for case managers and members of the VMEDCENs staff to conduct remote home monitoring for patients who are a high risk for hospitalization if their health statuses are not monitoring between clinical encounters. These activity trackers will provide data to an authorized, government system, the MHCE; to provide these care providers with a centralized dashboard view of their home based activity. Therefore the activity trackers must have a proven ability to provide seamless data transfers from the patient's wrist to the MHCE system with a stable connecting that has already been successfully demonstrated in clinical research pilots. Fitbit Inc. is the sole manufacturer/ developer of the Fitbit Charge 2 devices. To date, the Fitbit Charge 2 devices are the only devices that have been proven to successfully be interoperable with the MHCE system in clinical trials, and as a result the brand name, Fitbit Charge 2 device must be obtained for use with the government's MHCE system. Fitbit, Inc. provides their Fitbit Charge 2 Activity Trackers via multiple authorized resellers, however; this is a large order of 540 Fitbit Charge 2 Activity Trackers and only the manufacturer is able to fulfill large orders. The government does not intend to post a solicitation for this requirement nor is this a request for a solicitation or competitive proposals. However, if a company believes it could meet or exceed all the needs of the MRMC TATRC for this requirement, it may submit documentation as such (i.e. a proposal, quote or capabilities statement) and any reasonable offer shall be considered by this agency. All responses to this notice must clearly indicate to the Government that pursuing competition in future procurements would be advantageous. If qualified sources are not presented to the Government by a response to this notice, then a contract shall be awarded in accordance with Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1); only one responsible source, as implemented by FAR 6.302-1 (b)(1)(ii), Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. No telephone inquiries will be accepted. The Government reserves the right not to compete this requirement. Any qualified offerors must respond in writing no later than Tuesday 18 September 2018 by 9:00AM Eastern Standard Time to USAMRAA, Attn: Lisa Walters, contact@example.gov. Any responses received after this date and time will not be considered. Any response documentation received shall become the property of the government.
