The Naval Supply Systems Command, Fleet Logistics Center Jacksonville, intends to award a sole source contract to Quintus Technologies, LLC for preventive and emergent maintenance services on the Quintus/Avure Fluid Cell Press, serial number 100223. Quintus Technologies, being the Original Equipment Manufacturer, holds exclusive rights to the part prints, specifications, and software essential for servicing this equipment, which is critical to maintaining the quality and functionality required for producing aircraft components. The use of non-OEM parts risks producing faulty components, potentially disrupting aircraft production and negatively affecting the Fleet Readiness Center Southeast's support capabilities for the Navy’s aircraft fleet. This contract, under the NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, will cover maintenance services throughout the contract period, including all option years. The notice serves to inform potential sources that although the award will be made solely to Quintus Technologies, other qualified vendors may respond within 10 calendar days with clear evidence of their capability to fulfill the maintenance needs. If no suitable responses are received, the sole source contract will proceed to ensure uninterrupted support of the critical equipment and associated Navy operations.

Full Description

The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award utilizing Simplified Acquisition Procedures to Quintus Technologies, LLC for preventive and emergent maintenance services for the Quintus/Avure Fluid Cell Press, serial number 100223. Quintus Technologies, LLC is the only source that can provide this requirement because they are the Original Equipment Manufacturer (OEM) for the Fluid Cell Press that requires maintenance services. As the OEM, all part prints, specifications, and system software are proprietary and remain the property of Quintus Technologies, LLC. Access to this information is required for the ability to perform the services required for this acquisition. Utilizing cell press parts for maintenance other than those manufactured by Quintus Technologies, LLC could result in production of faulty aircraft components, as other manufactured parts would not be compatible with the current system and software. Without the OEM’s part prints, specifications, and system software to maintain the Fluid Cell Press, the U.S Navy’s aircraft components production will come to a halt and the FRCSE’s ability to sufficiently support the Navy’s aircraft fleet demands and requirements would be negatively impacted. This requirement is to provide preventive and emergent maintenance services for the continued upkeep of the Fluid Cell Press in order to meet aircraft component production demands for the Fleet Readiness Center Southeast (FRCSE). These maintenance services shall be in effect throughout the life of the contract (including all option years). The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 811310 Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance, with a size standard of $7.5M. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 10 calendar days after publication of this notice, to demonstrate comparable capability, then a sole source acquisition award will be made. Responses to this notice must be sent to contact@example.gov and contact@example.gov.
