Notice of Intent to Sole Source for NNSY RevospECT On-Site Support

The Norfolk Naval Shipyard intends to award a Firm Fixed Price contract to Zetec Inc. for on-site technical support using the proprietary RevospECT auto analysis software during Eddy Current Inspections on the main condensers of CVN-78. This sole-source action is justified under FAR Subpart 12.102(a) and FAR 13.106-3(b)(3)(i) because Zetec is the sole proprietary owner and developer of the RevospECT software, making it the only responsible source capable of meeting the Navy’s technical requirements. The procurement is classified as a commercial item under FAR 2.101 and will be administered in accordance with FAR Subpart 12.2, with no competition anticipated.
