MAC IDIQ EQUIPMENT RENTALS

The Norfolk Naval Shipyard is soliciting proposals under a Multiple Award Indefinite Delivery Indefinite Quantity (MAC IDIQ) contract for the rental of various industrial and support equipment to meet vessel availability requirements, with a performance period extending from September 2026 through September 2031, and an overall potential duration up to June 2032 including unexercised options. This firm fixed price contract will provide equipment such as 1500 kW generators, 70-ton air conditioning units, diesel oil-free rotary screw air compressors, 8-ton blast pots, refrigerated boxes, air dryers, hazmat enclosures, chill water systems, vacuum loaders, tank trailers, and specialized pumps, with unit pricing defined per one-month rental period. All equipment must meet minimum specifications and lifting requirements detailed in Attachment 2, and deliveries are to be performed at Norfolk Naval Shipyard in Portsmouth, Virginia, with inspection and acceptance occurring at Building 276 or Building 237 as designated by CLIN. Payment will be administered through the Wide Area Workflow (WAWF) system, requiring contractors to submit cost vouchers for labor-hour or time-and-materials line items and Invoices 2in1 or invoice/receiving report combinations for fixed-price line items, with mandatory email notifications sent to the Contracting Officer and Contracting Officer’s Representative concurrently with WAWF submission. All proposals must be submitted electronically via email only in four volumes—Technical Approach (50-page limit), Past Performance (15-page limit), Small Business Participation Plan (15-page limit), and Price Proposal (20-page limit)—with strict formatting rules including .docx, .pdf, or .xlsx file types, 9-point Times New Roman font in tables, removal of company logos, and inclusion of source selection legends on every page. The evaluation will prioritize Technical Approach as the most important factor, followed by Past Performance and Small Business Participation Plan, with Price considered significantly less important than the combined non-price factors; award will be made to the most advantageous offeror based on a total package evaluation.
