AI Contract Overview
The Department of Veterans Affairs is seeking to sole-source the Iridex CYCLO-G6 Laser System and associated OEM accessories for use at the Oakland Community-Based Outpatient Clinic Eye Clinic within the VA San Francisco Health Care System. This procurement is justified under FAR 13.106-1(b)(1)(i) and 41 U.S.C. §1901, as only Iridex is capable of providing the proprietary MicroPulse Cyclophotocoagulation technology with the exact OEM-specification probes, FDA-cleared therapeutic parameters, and seamless integration into existing VA ophthalmic workflows required for glaucoma treatment. The acquisition falls under NAICS code 339112 and PSC 6540, and no competition is planned due to the specialized nature of the device. While the notice is not a request for bids, responsible sources may submit capability statements demonstrating their ability to supply an equal or superior product, though the government retains full discretion to proceed without competition. The contract will be awarded based solely on price under Simplified Acquisition Procedures, with no evaluation of technical merit or past performance. The vendor must deliver and install the complete system—including the laser unit, safety glasses, G-Probe RFID kit, and MicroPulse P3 device—within three months of award and provide on-site training for certified ophthalmologists. The system must not collect, store, or transmit protected health information, and it must come with a 12-month warranty. Delivery is FOB destination to the VA San Francisco Healthcare System in San Francisco, CA, with performance occurring at the Oakland CBOC. Payment will be made via electronic funds transfer upon government inspection and acceptance, with invoicing required through the VA’s Electronic Invoice Presentment and Payment System. All proposals must be submitted electronically via email to designated VA point of contacts, and no telephone submissions will be accepted. Contractor personnel must comply with strict VA information security mandates, including signed Rules of Behavior, data segregation requirements, FIPS 140-2 encryption standards, and immediate access revocation upon termination. The contract incorporates numerous VA-specific clauses related to data breach liability, commercial advertising, gray market items, subcontracting limitations, whistleblower rights, and prohibitions on reverse mergers, with deviations applied to several FAR clauses. No contract value is specified as pricing fields are left blank for offerors to complete, and the government will not reimburse any costs incurred in responding to this notice.
