THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Four-Roll Hydraulic Pinch Roll Bending Machine The National Aeronautics and Space Administration (NASA), Glenn Research Center (GRC) intends to award a Firm-Fixed-Price sole source contract under the authority of FAR 6.302-1 - Only One Responsible Source to: MEGA MANUFACTURING, INC. 650 Race Street Rockford, IL 61101, United States The North American Industry Classification System (NAICS) code for this requirement is 333519 with a size standard of 500 employees. The Government intends to acquire a commercial item using FAR Part 12. NASA GRC has a requirement for one 4-Roll Hydraulic Pinch Roll Bending Machine (Roll). A Roll is a type of rolling machine that can roll different kinds of sheet metal into a round or conical shape. The features include variable speed differential with independently driven top and bottom rolls, console mounted operator controls, spherical roller bearings, three digital readouts and nominal rolling and bend capacity. NASA intends to issue a sole source contract to acquire a Bertsch Roll B-IP805 model roller from Mega Manufacturing because its capabilities and size will allow it to replace two existing rollers. GRC currently utilizes a large roller with the capability to form thick metals, and a secondary roller that can do smaller shaping operations. Market research has only identified the Bertsch Roll B-IP805 roller as having the capability to perform both the large, heavy shaping projects as well as the smaller projects. The Bertsch Roll B-IP805 plate Roll Bending Machine has a high capacity for material with a yield strength of 45,000 psi. Bertsch Rolls have the capability to form maximum material thicknesses to small diameters, and pre-bending capacities in the range of 75% of rolling capacity. The hardware used for custom fabrication at GRC is for testing and replacement hardware which must meet these specific capabilities, capacities, and width, which if not met would affect program mission milestones. See below for the minimum specifications for the 4-Roll Hydraulic Pinch Roll Bending Machine. - Rolls must be sized for material with a yield strength of at least 45,000 psi. - At least Nominal Rolling Capacity of (Multi-pass) 0.500 x 60 x 19 (dia.) based on 48,000 psi yield strength. - At least Nominal Rolling Capacity (Single-pass) 0.400 x 60 x 12.1 (dia.) based on 48,000 psi yield strength. - At least Nominal Pre-Bend Capacity of 0.500 x 60 x 19 (dia.) based on 48,000 psi yield strength. - Roll Width of at least 62 - Material Thickness: Maximum of at least 2.00 - Top/Pinch Roll Diameter of at least 10.5 - Side Roll Diameter of at least 10.0 - Roll Hardness of at least 45 RC - Motor Horsepower of at least 15 HP - Rolling Speed of at least 14 ft / min Weight not to exceed 15,000 lbs. This notice does not constitute a solicitation. However, if any interested party believes they can meet the above requirement it may submit a capabilities statement. The capabilities statement must be submitted via email in either Word or PDF, and must contain clear and convincing evidence that competition for this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Interested organizations may submit their capabilities statements to perform the effort electronically via email to Carrie Fisk at carrie.a.fisk@nasa.gov no later than 1:00 pm EDT on July 1st, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf

Aerospace Power Systems Laboratory (APSL) Facility
Solicitation # 80GRC026R0010
NASA Glenn Research Center is soliciting proposals for a two-phase design-build project to establish the Aerospace Power Systems Laboratory (APSL) in Cleveland, Ohio. This full and open competition under NAICS 236220 involves the design, procurement, and construction of an approximately 34,000 square foot facility. The laboratory will feature administrative spaces, high-bay test areas, and specialized infrastructure, including high-capacity electrical power, cryogenic fluid storage, and cooling towers, to support advanced space power systems research. The facility must adhere to NPSR8820 design standards and achieve USGBC LEED Silver or Green Globes certification. The acquisition follows a competitive best value source selection process. Phase 1 focuses on technical qualifications, relevant experience, and technical approach, with up to three awardees receiving a 150,000 dollar stipend for conceptual design. Phase 2 will result in a final award for complete design and construction based on a comprehensive evaluation of technical approach, price, and past performance. The anticipated period of performance is 1080 days, with work beginning within 10 calendar days of award. Proposals are due by October 30, 2026, and must be submitted electronically via NASA's Enterprise File Sharing and Sync Box. Intent to Sole Source - Lunar Exploration Ground Sites (LEGS) Public Private Partnership (PPP)
Solicitation # 80GRC027R0003
NASA Glenn Research Center intends to award a sole source contract to KSAT Inc. under FAR 6.103-1 and FAR Part 12 to establish the Lunar Exploration Ground Sites (LEGS) through a Public Private Partnership. This initiative aims to develop a global network of ground stations providing high-availability, direct-to-Earth communications and navigation for NASA's Artemis and Moonbase initiatives. The network will support spacecraft operating between 36,000 kilometers and 2 million kilometers from Earth using X-band and Ka-band frequencies. The project involves integrating two NASA-provided 20-meter antennas and establishing at least four additional sites to ensure full redundancy. The contract has a period of performance of five years from award, with a phased operational rollout requiring three operational sites by October 15, 2027, six antennas for full redundancy by October 15, 2028, and an enhanced configuration of nine antennas by October 2029. The contractor must adhere to strict technical standards, including SCaN-SRD Revision 7 and International Communication System Interoperability Standards, while maintaining an Integrated Master Schedule. Security requirements are rigorous, necessitating compliance with NIST SP 800-171 for Controlled Unclassified Information and obtaining an Authorization to Operate for systems within the NASA environment. Acceptance of deliverables is subject to NASA's written approval following Factory and Site Acceptance Testing.
