Notice of Intent to Sole Source

Court Services Offender Supervision Agency (CSOSA) intends to award a sole source modification to existing contract number CSOSA-13-CT-1049, for additional services to access the medication management, custom forms and chart management modules, onsite installation, training and additional BSAP/Adult System Licenses to CSOSA's existing AccuCare SQL self-host system. This is a notice of the Government's (CSOSA's) intent to negotiate and award a sole source fixed price contract under the authority of the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 1708). The period of performance will be six (6) months. Services are currently being performed by Orion Healthcare Technology under contract CSOSA-13-CT-1049. Services will commence March 15, 2018, and will end on later than September 29, 2018. This extension will provide additional modules for the existing software. The Orion Healthcare Technology services/requirements under this contract will include: Access the medication management, custom forms and chart management modules, onsite installation, training and additional BSAP/Adult System Licenses to CSOSA's existing AccuCare SQL self-host system. The North American Industry Classification System (NAICS) for this requirement is 511210 and the annual size standard is $38.5 million. This notice is published for informational purposes only and is NOT a request for competitive offers, however; any firm that believes it can meet the requirements herein may submit a written response with must include the following: - Written authorization from the manufacturer (Orion Healthcare Technology) that the offeror has authority to purchase and sell the software modules listed under this request; or - For software deemed compatible to the Orion Healthcare Technology software, AccuCare SQL self-host system, and provide the following: (1) Identify the specific software to be provided; (2) Provide detailed information how the software is compatible to the existing Orion Healthcare Technology AccuCare SQL self-host system; (3) Describe how the software will provide compatible level of support as the following Orion Healthcare Technology AccuCare SQL self-host modules (to include licensing, annual maintenance and support): a) Medication Management with E-prescribe; b) Medication Management without E-prescribe; c) Chart Management; d) Custom Forms e) Onsite installation, Orientation and IT Training for Medication Management Function; f) Re-Entry Sanction Center (RSC) Staff Training; g) CSOSA - PSA Staff Training; and h) Signature Pads ST1551 Interested sources may identify their interest and submit capability information in response to this notice by March 12, 2018, 2:00 p.m. Eastern Standard Time, via email to Callie.Byrd-williams@csosa.gov A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
