AI Contract Overview

The Naval Undersea Warfare Center, Division Newport, intends to award a sole source, firm fixed price purchase order to Harkness Industries for the inspection, repair, or manufacture of Gear Train End Mount Assemblies. These components, specifically part numbers 3181110 and 3181113, are critical for the Mk 17 Mod 0 Turbine Pump Ejection System refurbishment program, which provides impulse launch capabilities for torpedo tubes on USS OHIO Class submarines. The Gear Train End Mounts are essential for securing the Gear Train Assembly to the Mount Cylinder, ensuring the proper conversion of turbine input to the torque required for the axial flow pump. Harkness Industries is identified as the only viable source for this contract because they possess the proprietary urethane formulation, specialized tooling, and technical information necessary for production. Neither the government nor any other manufacturer has access to the required molds, torque test fixtures, or technical data. This acquisition falls under NAICS code 326150 and is managed by the Department of Defense. Interested parties may submit capability statements for government consideration, though the final decision to compete the acquisition remains at the discretion of the government.

The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to negotiate on a Sole Source basis, a Firm Fixed Price (FFP), Purchase Order with Harkness Industries, CAGE Code 0SCY8, Cheshire, CT, 06410-1261, to inspect, repair or manufacture one (1) set of Gear Train End Mount Assemblies, P/Ns 3181110 and 3181113, required to support the Mk 17 Mod 0 Turbine Pump Ejection System (TPES) refurbishment program. The TPES MK 17 Mod 0 provides the impulse launch capability to torpedo tubes installed onboard USS OHIO Class submarines. The Gear Train Assembly converts the high-speed, low-torque input from the turbine to the low-speed, high-torque output required to drive the axial flow pump. The Gear Train End Mounts secure the Gear Train Assembly to the Mount Cylinder. The Gear Train End Mount Assemblies contain a proprietary urethane formulation which is only obtainable from Harkness Industries. Harkness Industries is the only entity known to possess the special tooling and fixtures (urethane mold and torque test fixture) required to manufacture and repair the Gear Train End Mount Assemblies. No other manufacturer possesses the technical information associated with the Gear Train End Mount Assemblies. The Government does not possess the technical information associated with the Gear Train End Mount Assemblies and therefore cannot provide it to another manufacturer. The NAICS Code is 326150 and the size standard is 500 employees. The NUWCDIVNPT Office of Small Business Programs concurs with the determination to award on a sole source basis to Harkness Industries. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Further details will be released upon issue of RFP# N66604-15-Q-2327, which is anticipated to be on or about 27 May 2015. Information should be submitted via email to the following point of contact: Nick Sanginario at contact@example.gov.
