The U.S. Department of Health and Human Services (HHS), Office of the Assistant Secretary for Administration (ASA), Immediate Office (IO), intends to solicit and negotiate on a sole-source basis with YAT CHOI LLC for modernization discovery, prototyping, and implementation-planning services.


The Government anticipates conducting this acquisition using Simplified Acquisition Procedures under FAR Part 13. Pursuant to FAR 13.106-1(b)(1)(i), a contracting officer may solicit from one source for an acquisition not exceeding the Simplified Acquisition Threshold when the circumstances of the contract action deem only one source reasonably available.


The anticipated award will be a firm-fixed-price contract valued at approximately $200,000, with a 25-week period of performance from September 30, 2026 through March 23, 2027. The requirement and pricing structure are reflected in the acquisition documentation currently provided by ASA.

Description of Requirement


HHS requires a senior-led modernization discovery, prototyping, and implementation-planning engagement for selected HHS programs, workflows, systems, and technical operations.

Subsequent performance is expected to include discovery interviews and working sessions; review of selected workflows, systems, and technical operations; technical and process analysis; development and testing of prototypes or proofs of concept; validation with HHS stakeholders; and preparation of implementation recommendations and plans for opportunities selected by HHS.


Anticipated deliverables include:


  1. A current-state assessment;
  2. A prioritized modernization-opportunities portfolio evaluated for expected impact, feasibility, complexity, and time to value;
  3. Technical recommendations for high-priority opportunities;
  4. Agreed prototypes or proofs of concept;
  5. Implementation plans for opportunities or prototypes selected by HHS;
  6. Supporting technical and operational documentation;
  7. An implementation roadmap for remaining opportunities; and
  8. An executive readout or summary.

For HHS-selected prototypes, the contractor may also be required to provide applicable supporting technical artifacts, including source code, configuration files, data models and schemas, interface specifications, design documentation, build and testing instructions, and dependency or licensing information. These requirements are derived from the final Statement of Need.


Basis for Proposed Sole-Source Action


HHS considered whether full-service management consulting firms and other modernization providers could satisfy the requirement.


The Government's market research and source rationale found that conventional consulting firms generally would need to assemble a multidisciplinary team or obtain additional technical resources to provide the required combination of business-process modernization, artificial intelligence, automation, technical architecture, and rapid prototyping. Such an approach could introduce additional staffing, onboarding, coordination, and knowledge-transfer time within the required performance schedule.


YAT CHOI LLC has been identified as capable of providing the required management and technical capabilities through an integrated, senior-led engagement without reliance on multiple consulting teams or subcontracted technical specialists. The contemplated approach enables movement from discovery and process analysis to technical validation and prototyping within the required schedule.


The Government also anticipates use of a firm-fixed-price structure to establish price certainty and place responsibility on the contractor for delivery of the defined outcomes rather than reimbursement based on labor hours. The underlying source rationale is documented in the Statement of Need.

Responses to This Notice


This notice of intent is not a request for competitive proposals or quotations and does not constitute a solicitation.


However, all responsible sources may submit a quotation or other written response demonstrating their ability to satisfy the Government's requirement. Timely responses will be considered by the Government in accordance with FAR 5.207. FAR 5.207 specifically requires a noncompetitive synopsis to identify the intended source and state the reason supporting the lack of competition.


Interested sources should provide sufficient information to allow HHS to evaluate whether the respondent possesses the technical, management, staffing, and organizational capabilities necessary to satisfy the requirement within the required schedule.


At a minimum, responses should include:


  • Legal business name;
  • Unique Entity Identifier (UEI) and CAGE Code;
  • Business size and socioeconomic status under NAICS 541512;
  • Point-of-contact information;
  • Relevant experience performing comparable modernization, systems-design, artificial-intelligence, automation, prototyping, and implementation-planning work;
  • Description of the respondent's proposed technical and management approach;
  • Identification of any subcontractors or additional technical resources required to perform the work;
  • Ability to commence performance by the anticipated September 30, 2026 start date; and
  • Sufficient pricing information for the Government to evaluate the response.
