Identification of the statutory authority permitting other than full and open competition: The acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253 (c) (_1_) as set forth in Federal Acquisition Regulation (FAR) 6.302-_1_ Name of the proposed contractor(s): Deloitte Consulting LLP Nature of the acquisition and proposed unique qualifications of the contractor(s): The Immunization Information Systems Support Branch (IISSB) works with IIS, health information management (HIM) vendors, standards development organizations, and other health organizations to assist with the development of standards and tools for the exchange of immunization data between healthcare providers and IIS. The Branch awarded a contract to Deloitte Consulting LLP to develop and fully deploy a shared service tool that automates the mapping and distribution of the vaccine information. The existing contract includes requirements based on the software development life cycle and calls for the vendor to provide sustainability recommendations. The existing contract does not consider state specific variations in the establishment of the shared service tool, which has to be a factor in the final deployment of the tool and in the sustainability recommendations. The existing contract requires modification to expand the scope of the existing contract to achieve the following: 1. Support efforts to manage and enhance a shared service tool in the development and or re-engineering of immunization systems platforms. 2. Apply IIS operational best practices through collaborative consensus-building and knowledge-sharing among WIR platform stakeholders to enhance the shared service tool. These activities would promote use of the modern applied science approaches, such as business analysis techniques and systems engineering methodologies, for immunization registries - to address the current needs and prepare for future needs the WIR consortium. The period of performance for the services is 8/10/2019 - 8/9/2020. The purpose of this action is to allow the existing vendor, Deloitte Consulting, LLC to expand the software development life cycle process of the Vaccine Code Set Management Service (VCSM). This action also serves as a bridge to continued work that will be carried out by Deloitte Consulting, LLP to fully deploy the shared service tool before the end of 2019. Deloitte Consulting, LLP has configured the only available commercial off the shelf application that automates the mapping and distribution of vaccine codes sets. To ensure the shared service tool can accommodate state variances, starting with the WIR platform, the existing vendor is the only vendor that has the capability to gather and develop the additional requirements in an expedited time frame. Having another vendor carry out the requirements analysis and configuration would prevent the Government from meeting the full deployment milestone and further delay awardee's access to the shared service. Additionally, having a new vendor develop the additional requirements would result in two system integrators working in the same development environment, which does not align to software development best practices. Furthermore, a new vendor performing the additional configuration would result in a duplication of costs and unacceptable delays. The Branch would incur additional costs to re-configure our cloud hosting environment to allow the new vendor to work separately from the existing vendor. Branch staff would also have to validate that the new tool has the same desired functionality as the tool developed Deloitte, LLC before the new vendor could proceed with the enhancements. All these factors justifies why Deloitte Consulting, LLC is the only source that can provided the desired services, without the Government duplicating costs or having unacceptable project delays.
