This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Massachusetts Army National Guard intends to solicit and negotiate with only one source, National Cinemedia, LLC, 9110 E Nichols Ave., Suite 200, Englewood, Colorado 80112-3451. NAICS Code is 541840, Size Standard Size is $15,000,000, under the authority of 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, for the purposes of issuing a Firm-Fixed Price contract. The following items will be procured: CLIN 0001 NCM MOVIE THEATER CAMPAIGN: This contract provides for no less than 2,108,130 total projected impressions at the 13 different cinemas (BELLINGHAM, BOSTON, BRAINTREE, HYANNIS, FRAMINGHAM, DANVERS, METHUEN, TYNGSBORO, WESTBOROUGH, NORTH DARTMOUTH, BERKSHIRE, HADLEY, and WEST SPRINGFIELD) throughout Massachusetts over the 8 week period specified in the period of performance. Please see the attachment labeled, "justification" for further detail as to why this action is being negotiated solely with National Cinemedia, LLC., Cage Code: 8AMF7. There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package within 15 calendar days after the date of publication of this synopsis will be considered by the Government. The package must provide clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System for Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via web to https://www.sam.gov. Any responses received without completing SAM registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses must be received no later than 4:00 p.m., Eastern Daylight Time, 22 September 2017.
