Full Description
The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with ADS BIOTEC INC 5781 Van Allen Way, Carlsbad, CA 92008 as the only responsible source that can provide the delivery and installation of one (1) Card Processing Automation CPA200™ instrument. This is a Presolicitation notice in accordance with RFO 5.101.
The equipment provided by ADS BIOTEC INC is the only source that provides DHACA with the delivery and installation of two (2) Metaphase Chromosome Harvesters instrument. used at the Armed Forces Radiobiology Research Institute (AFRRI) to support their mission.
AFRRI has been requested by the Defense Health Agency (DHA) to set up a multiple parameter biodosimetry network including the ability to assess radiation exposure using cytogenetic biodosimetry. Typically, blood samples are received by the Cytogenetic Biodosimetry Laboratory, and a blood culture is set up for a 48-h incubation at 37ﹾ 37oC where lymphocytes are stimulated to divide using a mitogen. The harvest of these 48-h culture involves a series of laborious steps including: a) centrifugation to pellet cells, b) aspiration of the supernatant, c) addition of hypotonic solution to cell to lysis RBCs for a define time, c) vortexing to mix cultures, d) repeated centrifugation to pellet cells, e) aspiration of the supernatant, f) addition of Carnoy Solution to wash cells g) vortexing of the samples, h) centrifugation of the solution, i) aspiration of the supernatant, and repeating twice again steps g, h, and I for multiple culture samples. These manual steps typically take approximately 2 h.
This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1,000 employees. This presolicitation notice is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Based on the above information, the only technically acceptable subscription can be provided by ADS BIOTEC INC .
