NOTICE OF INTENT TO SOLE SOURCE- Mitel VoIP SIP Trunk Conversion Project

The Department of Energy’s Western Area Power Administration, Desert Southwest Region, intends to award a sole source, noncompetitive firm-fixed price purchase order to Pacific Office Automation for the migration of its Mitel VoIP session initiation platform (SIP) trunk conversion. This action is authorized under RFO FAR 12.201-1 and 41 U.S.C. 1901, utilizing simplified acquisition procedures for commercial services, and is restricted to Pacific Office Automation due to its unique qualifications to provide the specific replacement parts and installation work necessary to integrate MiVoice SBC and Mitel controllers with existing SIP trunk infrastructure at the Phoenix, Arizona, facility. The contract requires the contractor to install, program, and test the VoIP system to ensure full functionality of inbound, outbound, and long distance calling, while maintaining strict compatibility with current Mitel hardware and software.
