AI Contract Overview
The Centers for Disease Control and Prevention, through the National Institute for Occupational Safety and Health, intends to award a sole source contract to Cina Consulting, LLC, also known as Lab 261. The contract is for the procurement of micro- and nanoplastic particle standards, specifically PVC and PET in 10 nm and 1 micron sizes with green fluorescent labeling, to be used in in vitro toxicology studies. This acquisition falls under NAICS code 325211 for Plastics Material and Resin Manufacturing and follows simplified procedures for commercial products. The agency has determined that Cina Consulting, LLC is the only source capable of providing this specific combination of polymer type, particle size, and fluorescence, which is essential for study continuity and consistency. While the government intends to issue a single solicitation to this vendor, interested parties may submit capabilities statements to Michael Davis via email by September 4, 2026. The final decision to conduct a competitive procurement remains at the discretion of the Contracting Officer.

Full Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to award a sole source contract to Cina Consulting, LLC (DBA Lab 261) at 2250 Webster St, Palo Alto, CA 94301-4053, for micro- and nanoplastic particle standards (PVC and PET) in 10 nm and 1 μm sizes with green fluorescent labeling for in vitro toxicology studies.
This acquisition is being conducted using the simplified procedures for commercial products under FAR 12.201-1. The NAICS code for this procurement is 325211 Plastics Material and Resin Manufacturing. In accordance with FAR 12.102(a), the contracting officer has determined that Cina Consulting, LLC is the only source available to provide the required microplastic particle standards meeting the agency’s minimum technical requirements below:
These particles are necessary for a study that requires PVC and PET particles in occupationally relevant sizes (10 nm and 1 μm) with stable greenfluorescent labeling. This exact combination of polymer type, particle size, and fluorescence is not commercially available from other vendors. In addition, use of the same manufacturer is important for study continuity and consistency.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Cina Consulting, LLC. Responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide these services to Mike Davis VIA EMAIL ONLY at VWL8@CDC.GOV with “PR 98999” referenced in the subject line NO LATER THAN 7:30 PM EST on September 4, 2026.
