Notice of Intent to Sole Source NeoGen GGP-F250K Array Genotyping

The U.S. Department of Agriculture, ARS, WBSC intends to award a sole source procurement to: NeoGen Corporation 620 Lesher Pl Lansing, MI 48912-1509 for GGP-F250K Array Genotyping of 3,466 DNA samples and GGP-F250K array genotyping for 2,000 tissue samples which require DNA extraction before being sent for analysis. The complete purchase will include: 1) GGP-F250K Array Genotyping for 3,466 DNA Samples 2) GGP-F250K Array Genotyping for 2,000 tissue samples that require DNA extraction before analysis The GGP-F250K array genotyping represents a new set of Bovine markers of which 200,000 markers are classified as functional variant polymorphisms, the array also has an additional 34,000 markers placed on it to assist with imputation to other assays. While these markers are not patented, there is no other method to obtain these genotypes without incurring a significantly greater cost. Furthermore, NeoGen-GeneSeek is the only known source for a GGP-F250K chip or a chip that serves the same genotyping functions to the same degree, with these specific markers. NeoGen-GeneSeek is the only vendor of the GGP-F250K array. The genotypes are necessary for the research and can only be obtained through use of this array or through extensive sequencing as of now, which would come at a substantially greater cost and would not be fiscally responsible for the Government. Pursuant to the authority of 41 U.S.C. 253(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The sequencing will be for the USDA-ARS U.S. Meat Animal Research Center, Clay Center, NE. The Government intends to award a firm fixed price purchase order on or about February 02, 2016. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00 p.m. Central Standard Time, February 01, 2016.
