In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services,, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to NETZSCH Instruments North America, LLC for NETZSCH DIL 402 C (206040923) – Dilatometer and Netzsch LFA 457 (206013533) - Laser flash apparatus Preventive Maintenance (PM) Agreement for 12 months period because exact replacement parts must be utilized in order to assure continued reliable operation of the manufacturer’s unit. NETZSCH Instruments North America, LLC must perform proprietary services to ensure satisfactory operation of NETZSCH DIL 402 C (206040923) – Dilatometer and Netzsch LFA 457 (206013533) - Laser flash apparatus equipment. This is considered a sole source to NETZSCH Instruments North America, LLC because, to the best of the NETL’s knowledge, NETZSCH Instruments North America, LLC. is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy NETL’s requirement. This notice of intent is not a request for quote/proposal.
