AI Contract Overview
The Department of Defense, through the Program Executive Officer Land Systems at Marine Corps Base Quantico, plans to award a sole source Cost Plus Fixed Fee contract to CACI, Inc. – Federal for the support and sustainment of the CM-262 optic systems integrated into the Marine Air Defense Integrated System (MADIS). As the original equipment manufacturer and holder of modification rights to the CM-262 source code, CACI is the only source capable of providing ongoing hardware and software lifecycle management, including software testing, maintenance, license procurement, and necessary updates for system interoperability. The contract also encompasses repair and maintenance of optic hardware components and potential procurement of additional optic systems should acquisition objectives increase. The work will be performed at the Naval Information Warfare Center in Hanahan, South Carolina, with an expected award in the second quarter of Fiscal Year 2022. This sole source acquisition is conducted under the authority permitting non-competitive awards when only one responsible source is available, due to the government's lack of source code rights preventing a competitive procurement. The solicitation invites interested parties to submit capability statements within seven calendar days of the synopsis publication, though the government reserves the right to decide against competition based on responses. All communications are coordinated via designated points of contact, and the solicitation emphasizes that no commitment to purchase has been made, nor will costs be reimbursed for responses to the notice. The contract falls under NAICS code 333310, related to Commercial and Service Industry Machinery Manufacturing, and focuses on optical sighting and ranging equipment.

This effort is estimated for award in the second quarter of Fiscal Year 2022. The place of contract performance is Hanahan, SC at the Naval Information Warfare Center.
CACI is the Original Equipment Manufacturer (OEM) of the CM-262 optic systems modified and integrated into the Marine Air Defense Integrated System (MADIS) program. CACI holds the modification rights to the CM-262 source code and remains the only source available to provide the hardware and software lifecycle support. The proposed contract action provides the required supplies and services including the continued software lifecycle management support activities needed to test and sustain the optic systems and associated software applications within the MADIS software baseline; continued procurement of necessary licenses; software maintenance; and provides updates and modifications to the core optic software for integration, test, and evaluation program events. Additionally, this requirement includes services for the repair and maintenance of optic component hardware in support of the MADIS Family of Systems as well as options to procure additional optic systems if existing program approved acquisition objective quantities increase. The software applications must maintain interoperability with the associated information systems as they continue to upgrade and refresh over time. The Government does not possess the required rights to the source code necessary to support a competitive procurement for the hardware and software lifecycle management effort.
