THIS IS NOT A REQUEST FOR QUOTES.  THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO 4WALL ENTERTAINMENT INC FOR PATRIOTIC LIGHTING DISPLAY SUPPORT SERVICES



The Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the WHS-Facility Services Directorate, intends to award a contract on a sole source basis to 4Wall Entertainment Inc, 3165 W Sunset RD STE 100, Las Vegas, NV 89118, for Patriotic Lighting Display Support Services. WHS FSD requires  high-visibility, patriotic lighting display projected onto the Pentagon's River Entrance wall from July 3 through July 11, 2026.   The primary North American Industry Classification System (NAICS) is 238990 – All Other Specialty Trade ontractors. Small business Standard Size $19 million.



The anticipated award will be made under the authority of 41 U.S.C. 1901 as  4Wall Entertainment Inc is the only one responsible source available to satisfy agency requirements.



Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of War and the obligations in Executive Order 14222, “Implementing the President's 'Department of Government Efficiency' Cost Efficiency Initiative.”



This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
