This is notice of the Government's intent to solicit from a single source for Procurement Desktop-Defense (PD2) Contract Writing System Training services. The period of performance for this requirement is expected to be September 2021-January 2022. The authority for this action is the Federal Acquisition Regulation (FAR) 13.106-1(b) which states, - For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand-name, or industrial mobilization). The contractor is the only reasonable provider for these services. The contractor will provide a PD2 training course(s) that will enable the Defense Counterintelligence and Security Agency (DCSA) Acquisition and Contracting (AQ) personnel to successfully navigate and use the system in support of their daily contracting and acquisition work functions. This will consist of face-to-face training and instruction for up to 15 personnel in each class. A competent, certified, and experienced instructor will demonstrate how PD2 interacts and interfaces with other Department of Defense procurement systems and provide all materials such as books, handouts, folders, instructor laptop, student laptops, and learn kit for the training. A certificate of completion for every attendee, copy of official roster, and final class evaluation to the Government Agency POC. This notice of intent is not a request for competitive quotations. Any response to this notice must show clear and convincing evidence that a prospective offeror can fulfill the requirements, that competition would be advantageous to the Government, and would not degrade previous services and team dynamics that have been built upon through services previously provided. A determination by the Government not to compete this procurement is solely within the discretion of the Government. Interested parties should submit a capability statement, proposal, or quotation, to the Contract Specialist by the closing date of this notice. Contractors must be actively registered in SAM database and have an active Top Secret Facility Clearance to be eligible for award.
