AI Contract Overview
The Centers for Disease Control and Prevention plans to award a sole source Firm-Fixed-Price contract to the California Department of Public Health to support the Pregnancy Mortality Surveillance System in California. The contract requires access to fully identifiable and linkable vital records, including death certificates for women who died during pregnancy or within one year of pregnancy termination, as well as associated birth or fetal death certificates. These records are critical for accurately identifying and analyzing pregnancy-related deaths in California and feeding data into the CDC’s national surveillance system. The CDC has determined that CDPH is the only responsible source capable of fulfilling this requirement, as it is the exclusive legal custodian of California’s vital records and the only entity authorized to provide them in the precise format needed for surveillance and epidemiological analysis. This acquisition is justified under FAR 6.103-1 due to the absence of alternative sources that can meet the government’s specific needs. While the notice is not a competitive solicitation, any responsible party may submit a capability statement within 15 calendar days of the posting date, which will be evaluated solely to determine if a competitive procurement is warranted. The response deadline is June 18, 2026, and submissions must be sent electronically to the Contract Specialist listed in the SAM.gov notice. The contract is assigned NAICS code 923120 and will be performed in Sacramento, California, with the CDC office based in Atlanta, Georgia. The primary point of contact for inquiries is Ann Bonis at won5@cdc.gov.
