AI Contract Overview
The Centers for Disease Control and Prevention (CDC) plans to award a sole source Firm-Fixed-Price contract to the California Department of Public Health (CDPH) to support the Pregnancy Mortality Surveillance System (PMSS) in California. This contract aims to access fully identifiable and linkable vital records data, including death certificates of women who died during pregnancy or within one year of pregnancy and their corresponding birth or fetal death certificates. The data provided by CDPH is essential for accurate identification and epidemiologic analysis of pregnancy-associated mortality cases in California and is critical for the CDC’s nationwide PMSS efforts. The contract is being awarded without competition under a specific federal acquisition regulation that allows for sole source awards when only one responsible entity can fulfill the government’s requirements. CDPH is uniquely qualified because it is the sole legal custodian of California vital records and the only entity authorized to provide the data in the format necessary for the required surveillance and analysis. Although this is a notice of intent rather than a competitive solicitation, the CDC will consider any capability statements or proposals submitted within 15 calendar days from the notice date before making a final decision. The point of contact for submission and further information is Ann Bonis at the CDC. The contract work will take place in Sacramento, California.
