The Centers for Disease Control and Prevention (CDC) intends to award a sole source Firm-Fixed-Price contract to the California Department of Public Health (CDPH) for support of the Pregnancy Mortality Surveillance System (PMSS) – California.

The purpose of this requirement is to obtain fully identifiable and linkable vital records data, including death certificates for women who died during pregnancy or within one year of the end of pregnancy, and corresponding birth or fetal death certificates. These records are required to support accurate identification and epidemiologic analysis of pregnancy-associated mortality cases in California and to support CDC’s national Pregnancy Mortality Surveillance System.

This acquisition is being conducted pursuant to FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The California Department of Public Health is the only known source capable of meeting the Government’s requirement because it is the sole legal custodian of the required California vital records and is the only entity authorized to provide these records in the format necessary to support the Government’s surveillance and analytic requirements. Award to any other source would not satisfy the Government’s need.

This notice of intent is not a request for competitive proposals; however, all capability statements received within fifteen (15) calendar days after publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Responses shall be submitted electronically to the Contract Specialist identified in the SAM.gov notice by the date and time specified therein.
