AI Contract Overview
The USDA FSIS plans to award a sole-source Firm Fixed Price purchase order to Leica Biosystems for comprehensive maintenance services on four legacy pathology instruments at the Eastern Lab, including two Leica RM2235 Manual Microtomes, a Leica HistoCore Biocut Manual Microtome, and a Leica IP Slide Printer. The contract requires annual preventative maintenance visits and unlimited on-site corrective repairs with a 48-hour response time, covering all labor, tools, and parts, subject to availability. Special attention is given to the RM2235 models, which may have reached end-of-life status, and vendors must explicitly confirm whether OEM parts are still available or if certified alternative sources exist. The agreement is structured as a base year with four option years, contingent upon continued parts availability throughout the contract term. Vendors must submit a capability statement by June 15, 2026, addressing OEM authorization, technical proficiency with the listed serial numbers, lifecycle and parts availability for the older equipment, and past performance with similar federal or commercial clients. Third-party providers must present a formal Letter of Authorization from Leica Biosystems. All submissions must include company details, UEI, SAM registration, and socioeconomic status. Services must comply with Section 508 standards for digital interfaces unless a waiver is formally requested. Although the solicitation is not a competitive request, responsible sources are invited to respond, and the final decision to proceed without competition rests solely with the Contracting Officer. All correspondence must be directed to Angela Carey at the provided email address.
