The USDA Food Safety and Inspection Service (FSIS) plans to award a sole-source Firm Fixed Price purchase order to Leica Biosystems for maintenance services on four specific Leica pathology instruments used by its Eastern Laboratory. The contract encompasses annual preventative maintenance and unlimited corrective repairs on two Leica RM2235 Manual Microtomes, a Leica HistoCore Biocut Manual Microtome, and a Leica IP Slide Printer. The vendor must provide labor, tools, and parts, with a 48-hour on-site response time, and ensure services comply with Section 508 standards for electronic reporting unless waived. Given that the RM2235 instruments are legacy models possibly past their lifecycle, vendors must clearly state the availability of OEM parts or provide alternative certified sources. Interested vendors must submit capability statements by June 15, 2026, detailing their OEM authorization, technical ability to service the specified equipment and serial numbers, lifecycle assessments regarding parts availability, company information including registration and socioeconomic status, and past performance with similar contracts. Non-OEM third-party providers must include a Letter of Authorization from Leica Biosystems verifying their authorized service status. The contract will include a base year plus four option years, contingent on parts availability throughout the period. This notice is not a request for competitive proposals but rather market research to affirm the sole-source procurement decision.
