The Defense Health Agency (DHA) plans to extend its existing contract with Logistics Health, Inc. for an additional 12 months on a non-competitive basis to continue providing medical and dental health services to the Reserve Health Readiness Program (RHRP). The original contract, awarded under HT0011-19-D-0002, was initially structured with two six-month option periods and was previously extended by 12 months, resulting in a total performance period of three years including the new modification. This extension allows sufficient time for the newly awarded long-term contract with QTC Medical Services, initiated through the Army Contracting Command New Jersey in October 2020, to meet specific RHRP contract requirements. The agency is proceeding under FAR 6.302-1, which authorizes other than full and open competition, and encourages interested firms to submit capability statements or other relevant information for future acquisitions, although this is not a request for proposals or quotes. Any responses must clearly demonstrate how competition could benefit the government without compromising cost, time, or mission objectives tied to the DHA’s transition efforts. The decision to forgo competition remains at the government’s discretion, and information shared will inform future contracting strategies. A Justification and Approval document related to this sole-source modification will be made publicly available within 14 days following contract award. The contract performance is to be carried out in La Crosse, Wisconsin, under the NAICS code 621111, with points of contact in Falls Church, Virginia.

Full Description

The Defense Health Agency (DHA) intends to modify the current contract to Logistics Health, Inc., on a non-competitive basis for a 12 month extension in order to provide medical and dental health services to the Reserve Health Readiness Program. The current contract HT0011-19-D-0002 was originally awarded for two (2) six (6) month option periods and subsequently modified (P00002) to extend the period of performance for another 12 months. Including this modification, the total contract period of performance will be 3 years. The RHRP program had initiated a recompete of this effort through Army Contracting Command New Jersey and made a subsequent long term contract award on October 6, 2020 to QTC Medical Services. This modification extending the current contract should allow enough time for QTC Medical to meet RHRP 3 IT contract requirements. In accordance with FAR 5.102(e), firms not solicited under this requirement may request a copy of the solicitation, but are advised that the agency intends to authorize other than full and open competition under FAR Part 6; specifically utilizing FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency in future market research. This is not a request for quotes or proposals. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the DHA transition initiative. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining how to conduct future similar acquisitions. The Government will not be responsible for any costs incurred by responding to this notice. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
