NAVSUP Fleet Logistic Center San Diego – Seal Beach Detachment plans to award a sole source purchase order to Patch Plus Consulting for Maritime Intelligence, Surveillance, and Reconnaissance (MISR) curriculum development and training support at the Naval Aviation Warfare Development Center (NAWDC) in Fallon, Nevada. This action, conducted under FAR Part 16 and authorized by FAR 6.302-2, is non-competitive due to the specialized nature of the services and the contractor’s unique qualifications. Patch Plus Consulting previously provided similar services under a separate Air Force contract that ended prematurely, leaving essential work on the Resolute Hunter capstone exercise incomplete. Completion of this work is critical to sustaining the MISR Weapons School’s exercise execution and deployment certification processes for service members. Patch Plus Consulting is uniquely qualified, possessing over 15 years of intelligence experience, current knowledge of ISR curricula, practical unit-level ISR experience, and recognized subject matter expertise in targeting. The contract’s timely completion is essential as the MISR course is set to begin on November 2, 2020. This notice is not a solicitation for competitive quotes but rather an advance notification; interested parties may submit capability statements by the specified deadline. The procurement supports the Department of Defense’s NAICS code 611710 and is managed by NAVSUP in San Diego, California.

Full Description

NAVSUP Fleet Logistic Center San Diego - Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 16 to Patch Plus Consulting, 3 Raleigh Circle, Suite B, Medford, NJ, 08055. The proposed contract action is for the Maritime Intelligence, Surveillance and Reconnaissance (MISR) curriculum development and training support services at Naval Aviation Warfare Development Center (NAWDC) located at Naval Air Station (NAS), Fallon, NV. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2. Services currently provided by Patch Plus Consulting contract N00244-18-C-0007 we being performed by this contractor under a separate effort with the Air Force. As a resulting of funding and planning restrictions, the Air Force contract ceased with much of the work for the capstone exercise, Resolute Hunter, remaining incomplete. Services required necessitate specific, noncommercial expertise and knowledge of the ongoing Resolute Hunter exercise development in order to complete the course scheduled to commence 02 November 2020. Specifically, Patch Plus is the only contractor which holds a minimum of 15 years experience in intelligence, has current, working knowledge of Intelligence, Surveillance and Reconnaissance (ISR) curricula, have unit-level ISR experience and is considered a Subject Matter Expert (SME) in targeting. Without these services, the newly established MISR Weapons School does not have the capacity to continue with exercise execution, which will have a domino effect of failures across the MISR Weapons School to include impeding service member deployment certifications. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to contact@example.gov. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Responses are due by 30 September, 2020, 12:00 PM, Pacific Standard Time.
