Notice of Intent to Sole Source Special Forces Clothing and Extreme Weather Clothing

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the General Services Administration, Federal Acquisition Service intends to award a purchase order on a sole source basis to Lost Arrow, Inc. for highly specialized equipment and supplies for the United States Special Forces to perform their missions. In particular specific men's outerwear that is no longer manufactured for SOF missions is required in order to maintain consistency with outerwear currently being used. Procuring the equipment and supplies from Lost Arrow, Inc. would minimize the safety and security of existing SOF missions. See attachment A for the list of outerwear no longer manufactured. This is considered a sole source to Lost Arrow, Inc. as based on the Government's knowledge and market research conducted, Lost Arrow, Inc. is the only known source that can provide this type of equipment and supplies and no other know potential alternate sources exist which could satisfy Government's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the GSA's requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1 pm EST on March 22, 2022. Responses must be submitted in writing to the Contracting Officer, Michelle Morelli, michelle.morelli@gsa.gov and the Program Manager, Tico Goines, tico.goines@gsa.gov no later than the time and date noted above. Telephone and/or Facsimile responses will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
