The National Institute of Standards and Technology (NIST) intends to negotiate a sole source Blanket Purchase Agreement (BPA) with DELTA ENGINEERS, ARCHITECTS, AND LAND SURVEYORS, DPC (Delta) formally known as OKKS studios at, 8401 Connecticut Ave, Suite 350 Chevy Chase MD 20815, to provide supplementary services related to task order SB1341-11-CQ-0015/TO 14-300 for the NIST cafeteria redesign plan. This plan included data collection and investigation services and design layout for the NIST Cafeteria. The authority for this sole source acquisition is FAR 13.501(a) Simplified Acquisition Procedures. Delta developed the redesign, survey, data collection, and analyzed the existing food service facilities and provided recommendations for the enhancement and improvements under contract number SB1341-11-CQ-0015/TO 14-300. The NAICS code is 541330, Engineering Services, and the Service Code is R425, Support - Professional: Engineering/Technical. Delta and its consultants will provide these supplementary services for the construction assessment of temporary cafeteria services for the redesign and modernization of the NIST Gaithersburg cafeterias and re-conceptualization of food service operations for the period of performance of May 1, 2020 to April 30, 2023. To maintain a single source of liability for the project documentation, the additional services shall be provided by the professional engineer, and his representative within the company, who originally signed and sealed the documents. There is a significant cost associated with re-procurement of these services. Therefore, the supplemental services are considered a follow-on to Delta Engineering for previous contract number SB1341-11-CQ-0015/TO 14-300 awarded August 18, 2014 to February 22, 2016. Delta is the only reasonable source to provide these services. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to derek.marriott@nist.gov no later than March 23, 2020 at 10:00am EST.
