Notice of Intent to Sole Source: Temperature and Relative Humidity (TRH) Probes Calibration and Repair

The U.S. Army Mission Installation Contracting Command at Dugway Proving Ground intends to award a sole-source hybrid firm-fixed price and time-and-materials contract to Campbell Scientific Inc. for the off-site calibration, adjustment, and repair of approximately 463 government-owned Temperature and Relative Humidity (TRH) probes, specifically models HMP155, HMP45, HygroVue 10, and EE181. These probes are integral to the Portable Weather Instrumentation Data System (PWIDS), which provides real-time meteorological data critical for range safety and test operations at Dugway. Due to the highly specialized nature of the probes, including proprietary diagnostic software, OEM-specific internal components, and the necessity for exact compatibility with the existing sensor network, Campbell Scientific is the only vendor capable of performing these services in compliance with original equipment manufacturer standards. All work must maintain National Institute for Standards and Technology (NIST) traceability and adhere to Army Regulation AR 750-43 governing test, measurement, and diagnostic equipment, ensuring precise calibration and reliable performance under mission-critical conditions. The contract will support the operations of the Meteorological Branch within the West Desert Test Center. This procurement action is authorized under Title 10 U.S.C. 2304(c)(1) and justified under FAR 6.103-1 and RFO FAR 12.102(a), with a NAICS code of 811210 for electronic and precision equipment repair and maintenance and a business size standard of $34 million. While the contract has not yet been awarded and no formal solicitation exists, the government has issued a Notice of Intent to Sole Source to allow responsible sources an opportunity to submit a capability statement demonstrating their ability to meet the same technical requirements.
