The US Army Engineering and Support Center in Huntsville, Alabama, issued a sole source single award task order contract, W912DY-14-R-0117, to Siemens Government Technologies, Inc. for Utility Monitoring and Control System services. This contract focuses on the expansion and upgrade of proprietary Desigo/Apogee Building Automation systems. The decision to utilize a sole source award under FAR section 6.302-1 was based on the proprietary nature of the existing systems and the determination that transitioning to an open BACNet system would result in a substantial duplication of costs. The contract has an anticipated capacity of 200 million dollars and is structured with a one year base ordering period followed by four one year options, allowing for a total potential ordering period of five years. Managed under NAICS code 541512, the agreement ensures that the US Army Corp of Engineers maintains its critical building automation infrastructure through the only responsive and acceptable offeror capable of servicing the proprietary Siemens brand name technology.
