AI Contract Overview

This contract involves awarding a firm fixed price purchase order to Ametek for the special modification of the PDU-2000-06-101 Power Distribution Unit. The modification includes Non-Recurring Engineering to support the GPS-based Positioning, Navigation, and Timing Service (GPNTS) "Load Shedding" testing at NIWC Pacific. Choosing any other manufacturer's product would require costly and time-consuming re-architecting and retesting of the GPNTS baseline, with estimated expenses between $0.5 million and $2.0 million. Such delays would jeopardize the ability of NIWC Pacific to complete the Load Shedding test within the fiscal year 2023 schedule. The contract is a sole source acquisition to avoid unnecessary expense and schedule delays associated with changing vendors. The effort is critical to maintaining the established GPNTS testing timeline without compromising system reliability or performance. NIWC Pacific, part of the Department of Defense based in San Diego, CA, is managing the contract with James K Blake as the point of contact. The procurement ensures continuity and supports essential national defense testing requirements for GPS-based systems.

Full Description

The Proposed action is to award a firm fixed price purchase order for the special modification of the Ametek PDU-2000-06-101 Power Distribution Unit (PDU) with Non-Recurring Engineering to support Global Positioning System (GPS)-based Positioning, Navigation, and Timing Service (GPNTS) - Load Shedding testing at NIWC Pacific. If another manufacturer's product is purchased the GPNTS baseline would need to be unnecessarily changed and retested at a great expense to the government. The delay required to re-architect and retest the use of another vender's product would prevent NIWC Pacific from completing the "Load Shedding" test. The cost to reprogram, re-test and certify the GPNTS with another vendor's product is estimated to be between $0.5 million to $2.0 million, the costs of which would not be recovered through competition or a promise of improved reliability or performance. In addition, this backwards step in testing will not meet the GPNTS - Load Shedding schedule to test in FY23.
