The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to HONEYWELL BUILDING SOLUTIONS, 345 Inverness Drive South Suite #240, Englewood, CO 80112. This order is to purchase a multi-year Flex Automation and EBI Service Agreement compatible & identical with USDA existing owned environmental control software and equipment and that of their Collaborators in support of the ongoing research at USDA ARS, SMSBRU, CROPS LAB (CRL), Fort Collins, CO. The Firm Fixed PO will include the following: 1 - Flex Automation Services 2 - EBI Services 3 -Includes adjustments and maintenance of the Honeywell building integrator system 4 - Multiple year pricing USDA ARS, SOIL MANAGEMENT & SUGAR BEET RESEARCH UNIT (SMSBRU) CROPS RESEARCH LAB (CRL), FORT COLLINS, CO, will be purchasing a multi-year Flex Automation and EBI Service Agreement compatible & identical with USDA existing owned environmental control software and equipment and that of their Collaborators in support of the ongoing research. Honeywell Enterprise Building Integrator system is currently installed in the CRL building and it utilizes a proprietary software suite of programs to operate the environmental control in the building. Software support for this system is available only through the Honeywell Building Solution factory office and is not sold through any re-sellers. Therefore, the service agreement must be sole sourced to ensure compatibility, and also maintain continuity the environment of the greenhouse and therefore reduce variability in the research results. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about September 6, 2017; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 3:00PM MT, September 62017. Information received will be considered solely for determining whether to conduct a competitive procurement.
