NOTICE OF INTENT TO SOLE SOURCE



This is a “Notice of Intent to Sole Source” announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized or appropriated for this effort.



The Cybersecurity & Infrastructure Security Agency’s Chief of Contracting Office (CISA/COCO) intends to procure on a sole source basis Shared Resources Contingency Communications Program (SHARES) services, in support of CISA’s Emergency Communications Division (ECD), High Frequency (HF) Radio backup communications program which supports national security and emergency preparedness (NS/EP) requirements set forth by Executive Order (EO) 13618 and Title 18 of the Homeland Security Act of 2002. These services will provide ECD with High Frequency and other radio and network operations, operational training, installation, maintenance, enhancement, and configuration management support. The anticipated period of performance is from date of award to September 29, 2027.



The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.



The North American Industry Classification System (NAICS) Code for this requirement is 541990 - All Other Professional, Scientific, and Technical Services; Size standard is $19.5M. This notice is not a request for competitive proposals. However, all responsible HUBZone small business sources may submit a capability statement by September 9, 2026, 12:00 PM (ET), which will be considered by the agency.
