The Albuquerque Area Indian Health Services intends to award a sole source, firm-fixed-price contract to Pitney Bowes Inc. for postage services and equipment lease renewal, with no alternatives or like items permitted—only brand-specific products will be accepted. The contract includes one base year and four optional 12-month renewal periods, totaling up to five years, and the estimated value falls below the simplified acquisition threshold. This action relies on a sole source justification under FAR 6.302-1, as market research confirms Pitney Bowes is the only responsible source capable of meeting the agency’s requirements, and no other supplier can satisfy the operational needs. Responses to this notice must provide clear and convincing evidence that competition would be both advantageous to the government and not cost or time prohibitive, without compromising mission objectives. The government retains full discretion to proceed or alter the action based on any feedback received, and no obligation exists to initiate a competitive procurement even if responses are submitted. This notice is not a solicitation for quotes or proposals, and respondents bear all costs associated with providing input. Questions or comments must be directed to Stephanie Begay at the provided email address, with all responses due by August 7, 2026.
