NOTICE OF INTENT TO AWARD SOLE SOURCE.  THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to solicit and award a sole source contract set forth in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR)12.102(a), Restricting competition.


The Western Area Power Administration (WAPA) Desert Southwest Region (DSW) intends to solicit and award a sole source order for ABB Style 230N0800AA (230kV, 8000 Amp) and ABB Style 025W0412AT (25kv, 400/1200 amp) O Plus C OIP bushings  to Power Asset Recovery Corporation (PARC), 4321 Strausser St., NW Canton, OH 44720. The award is anticipated as firm fixed price order for transformer bushings. Market research indicates that Power Asset Recovery Corporation (PARC) is capable of providing these critical components within the required timeframe to mitigate the immediate risk of a long-term outage at the DSW Glen Canyon Substation. See the attached Justification and Approval for restricting competition to a single source. This notice of intent is NOT a request for quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
