Notice of Intent to Sole Source

The 341st Contracting Squadron at Malmstrom Air Force Base intends to award a sole-source contract to BioSpace, Inc. dba InBody for the procurement of one InBody 770S Body Composition Analyzer under GSA Contract 36F79722D0074, as mandated by DAFMAN 36-2905, paragraph 2.19.3, which requires the use of this specific device to conduct Physical Fitness Readiness Assessments. This action is not a request for competitive offers, and no formal solicitation will be issued; however, any responsible source may submit a written quotation, capability statement, or proposal demonstrating that competition would provide clear and convincing advantage to the government, with all responses due by 12:00 p.m. MST on 30 June 2026. The device must meet strict technical criteria including direct segmental multi-frequency bioimpedance analysis using an eight-point tactile electrode system, six impedance frequencies ranging from 1 to 1000 kHz, elimination of empirical estimations based on age or gender, dual-domain reporting of body composition and body water metrics, a minimum data storage capacity of 100,000 tests, and standalone operation without mandatory internet connectivity. Delivery is required within 30 days of award to the Malmstrom AFB Fitness Center, and the unit must be brand-new with a one-year commercial warranty effective from government acceptance. Contractor personnel must comply with all base force protection conditions, and initial operator training for two fitness center staff members must be provided via virtual or documented means.
