The United States Department of Commerce, through the National Institute of Standards and Technology, intends to negotiate a sole source contract with Stanford Research Systems for the purchase of two model 2124 lock-in amplifiers. These devices will be utilized by the Physical Measurements Laboratory to conduct low-noise transport measurements of single electron devices, which are critical for developing current standards and qubits in a low-temperature laboratory environment. The specific technical requirements include dual phase lock-in capabilities for simultaneous signal measurement and an all-analog front-end signal generation with built-in DC bias. This acquisition falls under NAICS code 335999 and is being pursued on a sole source basis because Stanford Research Systems is identified as the only manufacturer and distributor capable of meeting the minimum technical specifications. While no formal solicitation package will be issued, the government provided a window for other responsible sources to demonstrate their capability to meet these requirements. The process is managed by the Acquisition Management Division in Gaithersburg, Maryland, with a response deadline of July 3, 2019.

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Stanford Research Systems, 1290-D Reamwood Ave., Sunnyvale, CA 94089 for the purchase of two (2) lock-in amplifiers model 2124 to be utilized by NIST's Physical Measurements Laboratory (PML). The statutory authority for this acquisition is FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire two (2) lock-in amplifiers model 2124 that collectively include dual phase lock-in capable of simultaneous measurement of in phase and out of phase signal components and has an all analog front-end signal generation with a built-in DC bias on the reference output. The two (2) lock-in amplifiers model 2124 will be used for research to perform transport measurements of single electron devices to use as current standards and qubits in a new laboratory with very low temperature capabilities. To meet these requirements the amplifier must perform sensitive, low-noise measurements of transport through single electron devices to identify excited states, perform charge sensing, assess voltages where charge pumping will occur, etc. The required indicated above are all necessary to make the best possible and lowest-noise possible measurements. Low-noise measurements are essential in assessing the potential for the devices to meet the requirements of a future electrical current standard and the performance as a qubit. Stanford Research Systems is the sole manufacturer and distributor of the equipment identified that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 335999 - All Other Miscellaneous Electrical Equipment and Component Manufacturing, with a small business size standard of 500 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 11:59 p.m. Eastern Standard Time on July 3, 2019 will be considered by the government. Responses shall be submitted via email to contact@example.gov or contact@example.gov Contracting Office Address: 100 Bureau Drive Bldg. 301, Mail Stop 1640 Gaithersburg, Maryland 20899-0001

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
