Special Notice W912HQ-18-SN-0021 The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to PDE Total Energy Solutions (PDE) for Sodium-Metal-Halide Battery Energy Storage for DoD Installations. The services requested are to remove the demonstration technology and associated equipment from the demonstration site at 29 Palms Marine Corps Base, located in Twentynine Palms, California for work recently completed under contract W912HQ-12-C-0054. The scope of work includes removal and disposal of cabling and ground wire; equipment rental and labor to disconnect and remove the battery, inverter and associated mechanical equipment; transport of batteries to recycling center and transport of inverter to DoD equipment facility; termination and close-out of all electrical and mechanical fixtures. No competition is being sought. JUSTIFICATION: PDE has unique experience in the design and implementation of the original demonstration project that would require other contractors' significant time and cost to acquire. It is certain that asking other Contractors to perform the decommissioning and removal of the demonstration equipment would lead to higher cost, long delays and perhaps disruption to mission. The period of performance is anticipated to be September 1, 2018 to May 31, 2019 This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to PDE Total Energy Solutions. Point of contact for this requirement is Derrick Reynolds at 703-428-6234 derrick.l.reynolds@usace.army.mil. Address: U.S. Army Corps of Engineers, HECSA, 7701 Telegraph Road, Alexandria, VA 22315.
