The U.S. Air Force plans to award a sole-source Contract Logistics Support (CLS) contract to The Boeing Company for the first five years of sustaining the VC-25B Presidential aircraft based at Joint Base Andrews, Maryland. This contract encompasses critical tasks including aircraft maintenance and repair—spanning engine and depot-level work—Contract Field Team support, aircraft modifications, Contractor Operated and Maintained Base Supply management, technical data and support equipment oversight, training, quality assurance, security protocols, and engineering services. The mission is designated as “no fail,” requiring uninterrupted, highly reliable support for the nation’s highest priorities. Boeing is the only qualified provider due to its status as the Original Equipment Manufacturer of the 747-8 airframe and the customized VC-25B, its exclusive ownership of all technical data, drawings, and software source code necessary for sustainment, and its proven 30-year history of supporting the Presidential fleet through the prior VC-25A program. The Air Force lacks sufficient license rights to this proprietary information to enable competitive sourcing during this initial five-year window. No competitive solicitation is planned, and this notice serves solely as an opportunity for other potential providers to submit capability statements within 15 days of posting, by the deadline of July 9, 2026. Submissions must include the company’s name, CAGE code, UEI number, documentation of legal access to technical data, demonstrated experience in CLS on comparable aircraft systems, ability to maintain mission continuity without service disruption, business size classification, socio-economic status, and ownership nationality. All responses must be emailed to Adam Corbolotti at the designated government email address. The Air Force retains full discretion to proceed with the sole-source award based on the responses received, and no costs incurred by respondents will be reimbursed. The contract is managed under NAICS code 488190 by the Presidential and Executive Airpower Directorate at Wright-Patterson Air Force Base, Ohio, with performance located at Andrews Air Force Base in Maryland.

This is a Notice of Intent, not a formal Request for Proposals (RFP) or solicitation. The Air Force does not intend to publish additional information regarding this specific five-year requirement.

However, responsible sources who believe they can fully satisfy this requirement may submit a capability statement, proposal, or quotation. The Air Force will evaluate all submissions received before making a final determination to proceed with the sole-source award.

    4. Whether the firm is U.S.-owned or foreign-owned.
  • All responses must be sent to Adam Corbolotti, Contracting Officer, Email adam.corbolotti@us.af.mil.

The technical submission must demonstrate the ability to perform the services outlined in the Statement of Work, including supporting up to six personnel and 500 pounds of equipment per trip, maintaining a minimum of 95% mission availability, and operating under FAA Part 135 for aircraft and USCG Certificate of Inspection for watercraft.
