Notice of Intent to Sole Source - Wildlife Computers

This is a Special Notice of intent to procure satellite transmitters that are suitable to be mounted on the carapace of sea turtles and that have the capability to record and transmit information on horizontal movements (geolcation) of turtles after they are released from fishing gear for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) on a sole source basis with Wildlife Computers, Inc. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures estimated not to exceed $150,000.00. The proposed vendor will supply: six (6) SPOT-355B tags, three (3) SPOT 317-A leatherback tags, and three (3) SPOT 352-B hard shelled tags. The Government intends to negotiate a firm fixed price purchase order for this requirement. The NAICS code for this procurement is 334519 with a corresponding size standard of 500 employees. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capability to provide tags identical in functionality to those listed above may submit documentation which demonstrates their capabilities. Submissions are due no later than September 8, 2016 at 2:00 p.m. HST, Honolulu, HI. Oral communications are not acceptable in response to this notice. Responses shall be in writing to Contracting Officer, Stephanie Garnett at contact@example.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Wildlife Computers, Inc. can provide the items stated above. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website at www.SAM.gov. All vendors doing business with the Government are required to be registered with SAM. NO award can be made unless the vendor is registered in SAM.
