--Notice of Intent to Sole Source

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Smooth-On Inc, 2000 Saint John St., Easton, PA 18042-6646. This procurement is being conducted under Simplified Acquisition Procedures (SAP)-only one responsible source and no other supplies or services will satisfy agency requirements. Smooth-On Inc is the only known source capable of meeting the Governments requirements in order to provide a successful demonstration of the proposed crater repairs, the CRATR JCTD requires the use of the same materials demonstrated through the previous research efforts for certification of the proposed repair methods. The research performed under the Small and Large Crater repair and the Advanced Airfield Damage repair project at ERDC demonstrated that Foam iT!10 offers the best alternative for backfilling small craters when compared to other rigid, expanding two component polyurethane foams. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 P.M. CST on 12 June 2008. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
