The United States Department of Commerce, through the National Institute of Standards and Technology, intends to award a firm fixed price purchase order to Panasonic for the procurement of ZYA grade Highly oriented pyrolytic graphite crystals and ZYB crystals. These materials are essential for the Neutron Physics Group to construct a double monochromator assembly used for imaging strain in metallic specimens and performing energy resolved tomography on high value geological samples. Due to the specific size and type of crystals required, Panasonic has been identified as the sole manufacturer and distributor capable of providing these products globally. This sole source acquisition is being conducted under the authority of FAR Part 13 Simplified Acquisition Procedures, with a NAICS code of 334419. Delivery is set for FOB Destination in Gaithersburg, Maryland, following the contractor's commercial schedule. While no formal solicitation package will be issued, the government provided a window for interested parties to demonstrate their capability to respond to the requirement by April 17, 2018.

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Panasonic; 2055 Sanyo Ave., San Diego, CA 92154 for the purchase of a ZYA grade Highly oriented pyrolytic graphite (HOPG) crystals and ZYB crystals. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The NIST Radiation Physics Division (RPD) maintain an active research programs in terahertz spectroscopy, neutron physics, radiation dosimetry, and radionuclide metrology. In support of this mission the Neutron Physics Group is building a double monochromator assembly to image strain in large metallic specimens and for energy resolved tomography to nondestructively determine mineralogy in high value, bulk geological specimens (fossils, meteors, moon rocks, etc.). To achieve the resolution required for strain, and to fully image large objects requires monolithic large area, low mosaic spread crystals. Specifically, these crystals must be highly oriented pyrolytic graphite (HOPG). Panasonic is the sole source Contractor for this product. The reason is the HOPG crystal is a rarely used size and type of monochromator crystal. Based on market research to include a sources sought, no other suppliers were found that could provide commercial ZYA grade Highly oriented pyrolytic graphite (HOPG) crystals and ZYB crystals. Panasonic is the only manufacturer and distributor of the required products in the world. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334419 and the size standard is 750 employees. No solicitation package will be issued. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
