Winning bidders are required to pay the full bid amount and a pro-rated annual fee upon license issuance and must secure site approval and commence operations within one year unless extended by the City Commission. The licenses are non-transferable until operations have begun, and bidders must demonstrate their ability to meet all regulatory and licensing criteria. The city reserves the right to reject any or all bids and will award licenses based on the highest qualified bids, with the process including a public bid opening scheduled for September 16, 2025.
