The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division, intends to award a sole source Blanket Purchase Agreement to GigaBiter of Boyertown, PA, for on-site mobile destruction and sanitization services of controlled and classified communications security devices at Joint Base San Antonio, Texas. This action is justified under Federal Acquisition Regulation 8.401 and General Services Acquisition Regulation 538.7104-(b)(2)(ii), as only GigaBiter is qualified based on the National Security Agency’s evaluated products list for solid state disintegrators and approved vendor status for compliant destruction methods. The contract will be executed under NAICS code 561990 with a $16.5 million size standard, and will include a base year plus four one-year option periods, with an expected award date no later than September 30, 2026. This is not a competitive solicitation, and no formal request for proposals is being issued; however, interested parties may submit their capabilities within five business days of the notice to allow the government to evaluate potential competition. All submissions must include business size classification, ownership details, and contact information. The contracting office has designated Cuong Chau as the primary point of contact and Quinella M. Purks as the contracting officer, with inquiries directed to their official email addresses. An ombudsman has been appointed to facilitate resolution of concerns from potential offerors, but only after initial attempts to resolve issues with the contracting officer have been made. The ombudsman provides confidential review and referral but holds no decision-making authority and cannot extend deadlines, clarify technical requirements, or provide solicitation documents. Interested parties, including small businesses, small-disadvantaged businesses, 8(a) firms, and woman-owned businesses, may respond to this notice, though the government retains full discretion to proceed without competition. The place of performance is specified as San Antonio, Texas, with a response deadline of June 29, 2026.
