AI Contract Overview

The Salt Lake City School District is seeking to award a sole source contract for nursing services under solicitation number WK2675-NS-SS, specifically to retain Heart to Hand as the provider of contract nursing support for Medicaid services within its Special Education department. The decision to bypass a competitive procurement process is justified by the assertion that Heart to Hand is the only source capable of delivering the required nursing services, with no viable alternatives available to meet the specific needs of the program. This justification is supported by a cost-benefit analysis and aligns with the Utah Procurement Code and R33-8 administrative rules, which permit non-competitive awards under conditions where only one source exists or where transitioning to a new vendor would create unacceptable disruption. The contract aims to ensure uninterrupted delivery of critical nursing services while a revised solicitation is developed, with a critical deadline for submission of the Medicaid Staff Pool List set for May 29, 2026. The standard contract term is five years, though the exact duration and renewal options have not been specified. The estimated value of the contract has not been disclosed. Vendors who believe they can provide an equivalent or superior service must submit a formal challenge prior to the response deadline of June 18, 2026, including their company name, documentation proving the existence of other qualified sources, evidence that their offering meets or exceeds the specified requirements, proof of capability to provide the same proprietary or an equivalent service, and, if applicable, a comparative analysis of transitional costs. All correspondence must be directed to the Purchasing Department and not to the using school or department. The notice serves as a public opportunity to test the validity of the sole source justification; if no valid challenges are received, the contract will be awarded to Heart to Hand without competition. The NAICS code 621340 identifies the category as other outpatient care, and performance is limited to the state of Utah. No pricing details, contract clauses, inspection criteria, or administrative instructions are provided beyond the general framework of the Utah procurement code and the attached sole source justification documents.

General Info

SLCSD may award sole-source nursing contract; vendors can challenge by June 18, 2026.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Salt Lake City School District (SLCSD) is publishing this notice pursuant to the Utah Procurement Code. The Salt Lake City School District intends to award a contract without competition if it is determined, in writing, that: there is only one source for the procurement item; transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The attached document indicates where the SLCSD department has identified its justification for wanting to award a contract without engaging in standard procurement process.
Determination of Other Interested Vendors The intent of this notice is to determine if there are any other interested and qualified vendors that meet the specifications of this notice. Any such vendors must submit the following information: * The name of the contesting person; and * A detailed explanation of the challenge, including documentation showing that there are other competing sources for the procurement item. * Documentation that your firm can provide a comparable or better procurement item that meets or exceeds the specifications; and * Documentation that your firm can also provide the same proprietary procurement item or an equivalent procurement item; * If transitional costs are identified as the justification for this notice, submit a cost comparison of the identified transitional costs with your firm’s anticipated transitional costs. Regardless of any prior communications with the SLCSD or the Purchasing Department, all vendors interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above. DO NOT CONTACT THE USING SCHOOL/DEPARTMENT. Any questions regarding this notice, including obtaining additional information, can be obtained through the Purchasing Department during the publication period. No action is required if you agree with this notice. If, after the public notice period has passed, the Purchasing Department determines that there are other interested and qualified vendors that meet the specifications of this notice, the Purchasing Department will not award a contract pursuant to this notice. If, after the public notice period has passed, no valid challenges have been received, then the Purchasing Department may award a contract to the identified vendor without competition.
