The Department of Health's Alcohol and Drug Abuse Division (ADAD) is seeking input through a Request for Information (RFI) to inform the development of future Requests for Proposals (RFPs) aimed at delivering substance use prevention services across Hawaii. The initiative focuses on addressing risk and protective factors associated with substance use, misuse, and related behaviors by implementing the Strategic Prevention Framework (SPF), a data-driven approach that guides the selection and delivery of prevention interventions tailored to various population groups and settings. The RFI encourages community feedback on strategies aligned with national prevention guidelines, including the Institute of Medicine categories and the Center for Substance Abuse Prevention strategies. A key component of this effort is the recent 2024 State Epidemiological Profile, produced by the Hawaiʻi State Epidemiological Outcomes Workgroup in partnership with the University of Hawaiʻi at Mānoa. This report provides a detailed analysis of substance use patterns within the state, highlighting populations with higher prevalence of alcohol, nicotine, and cannabis use, as well as co-use trends. It contextualizes these findings geographically and across different behavioral health indicators, utilizing data from multiple surveys and surveillance systems. The ADAD is prioritizing services that respond to these identified trends and is actively seeking community input to shape effective prevention strategies. The upcoming contracts, anticipated to range between five and twenty million dollars, aim to support statewide prevention efforts, with a focus on evidence-based, data-informed interventions to reduce substance use disorders in Hawaii.

The Department of Health (DOH), Alcohol and Drug Abuse Division (ADAD) issues this Request for Information (RFI) for the purpose of gathering comments and feedback that could influence and assist in the development of Request(s) for Proposals (RFP) for substance use prevention (SUP) services. The RFP may result in multiple contracts awarded for services statewide. The ADAD has or anticipates available funds to procure services to prevent substance use disorders (SUD) by addressing risk and protective factors that influence the likelihood of substance use, misuse, or abuse and related behaviors. The ADAD supports the implementation of the Strategic Prevention Framework (SPF), a data-driven planning process that can be applied to prevention systems at both the state and local levels to select and deliver effective prevention interventions appropriate across the Institute of Medicine (IOM) Categories (universal, selective, and indicated) and using the Center for Substance Abuse Prevention (CSAP) Strategies. Please refer to SPF Hawaii (link provided in attached file) and the Surgeon General’s Report on Prevention (link provided in attached file). The recently released 2024 State Epidemiological Profile (link provided in attached file), developed by the Hawaiʻi State Epidemiological Outcomes Workgroup, a partnership between ADAD and the Thompson School of Social Work and Public Health at the University of Hawaiʻi at Mānoa, offers a comprehensive overview of substance use in Hawaiʻi. This profile identifies populations that demonstrate particular prevalence of alcohol, nicotine, and cannabis use, as well as the co-use of these substances. Furthermore, the report contextualizes substance use by geolocation within the state and in relation to associated behavioral health indicators, drawing upon data from the Hawaiʻi Youth Risk Behavior Survey, the Centers for Disease Control and Prevention’s Behavioral Risk Factor Surveillance System dataset, and the Hawaiʻi Behavioral Risk Factor Surveillance System across a wide age range. The ADAD is considering the prioritization of services that address trends identified in this report and is interested in the community’s feedback.
