The New York State Education Department (NYSED) has awarded a sole-source contract to WestEd to conduct a qualitative analysis of approximately 1,000 pieces of public feedback concerning the mayoral control system of New York City schools. The purpose of this contract is to synthesize the feedback into a comprehensive final report. Due to the tight timeframe between funding receipt and the report deadline, competitive bidding was not feasible, and WestEd was selected based on its specialized expertise in New York education, prior experience with mayoral control deliberations in large urban districts, organizational capacity to meet the March 31 deadline, and recent involvement in politically sensitive educational topics. The Office of the State Comptroller approved the exemption request for this single-source award, which is designated as a procurement exempt from advertising requirements. The contract spans four months, with an end date of February 26, 2024, and covers all counties in New York State. The project is managed by the NYSED's Department of Education, with Jessica Hartjen serving as the primary contact. The procurement details, including solicitation number 2106794, are publicly available, and inquiries regarding the sole-source nature of this contract can be directed to the contact person. This initiative aims to provide a detailed understanding of public sentiment on mayoral control, supporting informed decision-making in New York City’s educational governance.

NYSED is entering into a single source agreement with WestEd to perform a qualitative analysis of an estimated 1,000 pieces of public feedback related to the mayoral control system of New York City schools and prepare a final synthesis report on the results. Formal competitive bidding was deemed not feasible in this case due to the short time frame between receipt of funding and the due date for the report. WestEd was selected due to its expertise in New York State and New York City education, direct staff-level experience with past deliberations of mayoral control of a large urban city, organizational capacity to complete the work by March 31, recent experience providing assistance on politically-charged topics, and proficiency in the state, regional, and federal education landscape. An exemption request was requested and approved by the Office of the State Comptroller. Reason for advertising exemption: Single Source Award recipient: WestEd Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:02/26/2024 Contract term: four months County(ies): All NYS counties
