In accordance with Acquisition Management System Policy 3.2.2.4, the purpose of this announcement is to inform industry of the Federal Aviation Administration's (FAA) decision to use single source procedures to award a modification to existing contract 692M15-21-F-00017 to extend the Period of Performance with a one year extension (from November 4, 2026 to November 3, 2027), with an additional 90-day option period (from November 4, 2027 to May 3, 2028) for Information Security & Privacy Service (AIS) Security and Strategic Support Services. The purpose of the extension is to allow for the continuation of work currently performed under the contract while the FAA executes its strategy for a competitive follow on.

This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement. The FAA is not liable for any costs associated with the preparation of a response to this announcement.

Any questions or comments about this announcement may be directed to Lisen Minetti at lisen.c.minetti@faa.gov, no later than 4:30 p.m. EST on October 20, 2026.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Federal Aviation Administration (FAA) has issued Broad Agency Announcement (BAA) 692M15-25-R-00004, titled Aviation Research 2025, to solicit research and development efforts that establish scientific solutions for current and future air transportation challenges. Sponsored by the William J. Hughes Technical Center for Advanced Aerospace, this BAA is open for ten years from December 5, 2024, through December 4, 2034. The scope of work is managed across five program branches: Fire Safety, Airport Technology R&D, Software and Systems, Structures and Propulsion, and Separation Standards Analysis. Key research interests include airport pavement design and monitoring, cybersecurity for autonomous ground vehicle systems, pilot decision-making frameworks, and hydrogen aviation safety. The FAA encourages submissions from diverse entities, including industry, academia, and small businesses, requiring all offerors to maintain active registration in SAM.gov. The selection process is based on scientific and technical merit, relevance to the FAA mission, and funds availability, rather than a competitive ranking against other proposals. While cost is not a rated factor, the FAA performs a price analysis for reasonableness and affordability. Preferred contract types for initial phases are Firm Fixed-Price, though Other Transaction Agreements (OTA) have been historically utilized. Proposals must be submitted in two volumes: a Technical Volume limited to 25 pages and a Price/Cost Volume limited to 10 pages. The period of performance for individual tasks is generally capped at three years, with funding typically provided on an annual basis subject to availability. Offerors must provide a Rough Order of Magnitude (ROM) cost estimate and disclose any potential organizational conflicts of interest, including prior federal employment of research personnel within the last two years.
